
Windows 10 Creator's Update back in 2017 addressed this limit, however games or API injectors like ENBSeries need to be programmed to use it and BL2 obviously has not been. The 3GB/4GB VRAM limit was a big reason why WinXP/32-bit and DX9 needed to be retired as games began to use more than that. Probably related to BL2 being a 32-bit DX9 game.
